With the purpose of promoting private capital investment in the development of infrastructure works in the country and strengthening the legal framework for the execution of Public-Private Partnership (PPP) projects, Decree 438 of 2021 was issued, which includes the best international practices on the subject, as well as actions resulting from the country's experience, which has been internationally recognized in the World Bank ranking in 2020, occupying the 2nd place in the world for the development of projects under the PPP scheme.
