Prof. Dr. Helmuth Gallego
Dr. Helmuth Gallego holds a law degree from Universidad Externado de Colombia, an LL.M. in Private Law, and a Ph.D. in Banking Law from Johannes Gutenberg University in Mainz, Germany. He has extensive experience in financial law, corporate law, environmental and energy regulation, and international transactions.
A distinguished academic, Dr. Gallego served as a full professor at Universidad Nacional de Colombia (1996–2013), specializing in international contract law, banking and securities regulation, and private economic law. He also directed the Private Law division of the university’s Doctoral Program in Law, Colombia’s most prestigious academic research program in the field.
As the founder and Managing Partner of Gallego Abogados for over 25 years, Dr. Gallego is recognized as one of Colombia’s leading legal practitioners, having played a key role in structuring and executing high-profile cross-border transactions and national strategic projects.
He is an A-category arbitrator at the Arbitration Center of the Bogotá Chamber of Commerce, specializing in corporate and banking law disputes.

Monica Gutiérrez
Ms. Gutiérrez is a graduate of Universidad del Rosario, with specializations in Commercial Law and Tax Law from Pontificia Universidad Javeriana. With over 20 years of legal experience, she is an expert in foreign exchange regulation, tax law, international investment law, and corporate law.
Before joining Gallego Abogados, Ms. Gutiérrez served as a consultant for private companies and held key positions at the Central Bank of Colombia (Banco de la República), where she was Deputy Technical Director of the International Exchange Department, as well as at the Bogotá Chamber of Commerce, where she led the Commercial Registry division.
An esteemed lecturer, she teaches postgraduate courses in international investment and exchange law at Universidad de los Andes and Pontificia Universidad Javeriana de Cali.
As Deputy Legal Director at Gallego Abogados, she oversees the firm’s corporate, tax, and foreign exchange law practices.

Martha Lucía Neme
Ms. Neme holds a law degree from Universidad Externado de Colombia, a Commercial Law specialization from Universidad de los Andes, an LL.M. in Roman Law from Università degli Studi di Roma Tor Vergata, and a Ph.D. in Civil Law from the same university.
A former Delegate Superintendent for the Securities Market at Colombia’s Financial Superintendency, Ms. Neme has an extensive academic background, having taught Roman Law, Civil Law, and Banking Law at Universidad Externado de Colombia for over two decades.
Since joining Gallego Abogados in 1999, she has specialized in capital markets, securities regulation, and banking law.

Hasley Romero
Hasley Romero, a graduate of Universidad de La Sabana, holds postgraduate specializations in Commercial Law from Universidad del Rosario and Contract Law from Universidad Externado.
She has extensive expertise in strategic legal planning and project management, having worked in key roles within the public and private sectors, including as Head of the Commercial Registry at the Bogotá Chamber of Commerce, Contract Coordinator at Colciencias, and legal advisor to Colombia’s National Disaster Risk Management Fund and the Ministry of Information Technology and Communications.
Since 2021, she has been a senior lawyer at Gallego Abogados, leading the firm’s government procurement and corporate law practice areas.
